The Technical Regulations on the Safety of Buildings &amp; Structures and the Law on Standardization are subjects to change. Thus, the Bill refuses mandatory application of the national standards set up by the requirements of the Technical Regulations. As a result, there will be a single list of regulatory documents in construction (without division into "voluntary" and "mandatory") to be approved by the Ministry of Construction of Russia. As of the Ministry, the initiative will eliminate "contradictions and duplication of numerous regulatory and technical requirements, their ambiguous interpretation arising from the presence of lists of mandatory and voluntary application, as well as other existing documents that are not included in any of them."&nbsp;“The bill is aimed at providing variability in the choice of solutions to comply with the requirements of the Federal Law “Technical Regulations on the Safety of Buildings and Structures”, as well as significantly expanding its evidence base. Thus, builders will have the opportunity to find and implement the most effective ways to achieve an appropriate level of safety and quality of the facility under construction,” explained Irek Faizullin, Minister of Construction and Housing &amp; Public Utilities of Russia.&nbsp;In addition, the draft law proposes to apply other standardization documents to justify design decisions, including those made in foreign systems. Along with this, the Ministry of Construction proposes to expand the evidence base of the Technical Regulations by application of the organisations’ standards. However, they should pass the Technical Committee for Standardisation examination and be registered with the Federal Information Fund for Standards.
